DVLA: Classic vehicle rules overhauled.

The Driver and Vehicle Licensing Agency (DVLA) has finally introduced significant updates to the registration process for classic and historic cars, and it’s long overdue. For years, owners and the classic car community have struggled with outdated rules that turned even basic repairs into a hassle.

So, what’s changing?

Three major updates are set to roll out starting 26 August 2025:

Repairs and restorations made easy

If you repair or restore your bike using identical parts, you no longer need to notify the DVLA, as long as the bike maintains its original factory appearance and there are no changes to the V5C logbook.

Modified vehicles keep their identity

Bikes that have undergone significant structural modifications can now retain their original VIN and registration number. Owners simply need to inform the DVLA about the changes made.

Electric conversions get the green light

If you’ve replaced the engine with an electric motor, which is becoming more common, your bike can still retain its original identity. You just need to inform the DVLA.

Why does this matter?

Until recently, the DVLA’s system for registering classic vehicles had remained unchanged since the 1980s. The process was often confusing, frustratingly slow, and unfair. In some instances, even routine repairs could result in your bike ending up with a dreaded Q-plate, erasing its history, or being forced into a new VIN.

For years, owners, restorers, and the classic vehicle industry have pushed for reform, and the government finally took action after a major Call for Evidence last year. In under eight weeks, more than 1,300 people shared their opinions.

Classic vehicles aren’t just about nostalgia; they’re a booming industry. The UK’s historic vehicle sector supports over 115,000 jobs, rivaling the entire UK ports industry. It generates approximately £4 billion annually and preserves specialist skills valued at over £335 million each year to the economy.
